The City of Sammamish Department of Public Works is renewing engineering services contracts for their 2021-22 budget cycle. On February 24, 2021, City staff will review consultant Statement of Qualifications (SOQs) located on the Consultant Services Roster of the MRSC (Municipal Research and Services Center, www.mrscrosters.org). The City will not review Statements of Qualifications or other documents directly submitted to staff.
Staff will review SOQs for at least five consultants listed on the MRSC roster. If you would like your firm to be considered for one of the following contracts, please email Benjamin Ressler at bressler@sammamish.us to inform the City of your firm’s interest.
Each scoring criteria below is weighted between 1 and 10 points (10 points is the maximum per category). Consultants with the highest average score will be selected.
These contracts are not a guarantee of any work; work will be created through individual task orders . The contracts are expected to last through 2022 with up to two additional 1-year contract extensions.
Only Statement of Qualifications posted on the MRSC Roster on Wednesday, February 24, 2021 will be uploaded.

General Scope and Scoring Criteria
Civil Engineering Support Services
Scope: Small project assistance that may include engineering cost estimates, preparation of plan sheets, bid documents, and other engineering services. Work will be based on individually negotiated task orders typically ranging from $2,500 to $50,000 or less.

Engineering Survey
Scope: Small survey projects including, but not limited to topographic and hydrographic mapping, private boundary and public right of way determination, right of way plan preparations, imaging, geodetic surveying services, and construction surveying. Firm must have history with boundary line adjustments and survey for final plat recordings. Work will be based on individually negotiated task orders typically ranging from $2,500 to $50,000 or less.

Geotechnical Engineering
Scope: Geotechnical and testing services that include, but are not limited to soil exploration, pavement and concrete testing, geotechnical design recommendations, and dam safety analysis. In-house pavement and concrete testing ability is mandatory. Work will be based on individually negotiated task orders typically ranging from $1,000 to $50,000 or less.

DEVELOPMENT PLAN REVIEW
Scope: Development review services include, but are not limited to engineering review of proposals. Task orders typically include review of development plans for conformance to Sammamish Municipal Code, Public Works Standards, King County Surface Water Design Manual, geotechnical review, traffic impact analysis review, and any other reviews as may be necessary for site developments. Work will be based on individually negotiated task orders typically ranging from $2,000 to $10,000.

WETLAND MONITORING AND EVALUATION
Scope: Typical services include review of wetland mitigation projects for permit conformance and development of reports for submittal to the Army Corps of Engineers. Additional services may include preliminary evaluation for environmental impacts to capital projects. Work will be based on individually negotiated task orders typically ranging from $2,000 to $10,000.
Consultant Selection:ESA - Environmental Science Associates
HYDRAULICS AND HYDROLOGY ENGINEERING
Scope: Conduct drainage investigations, designs, and studies related to stormwater hydrology and hydraulics. Familiarity with the 2016 King County Surface Water Design Manual, City Addendum, and Washington State stormwater design regulations and software. Experience with flow control and water quality design, low impact development techniques and requirements, and analysis and design for fish passage, sediment transport and stream restoration. Work will be based on individually negotiated task orders typically ranging from $2,000 to $15,000.

Scoring Criteria (Up to 10 points each)
Statements of Qualification for each engineering service contract will be evaluated according to the following criteria:
1. Firm experience related to the desired scope. 2. Staff availability and projected flexibility to respond to task order requests. 3. Experience of staff committed to the contract work. 4. Experience with municipal consultant contracting. 5. Quality management process.
