The city of Sammamish has completed the environmental analysis and is nearly complete with the preliminary design for the proposed improvements to East Lake Sammamish Parkway NE between Inglewood Hill Road and 187th Avenue NE. The goal of the East Lake Sammamish Parkway Project is to improve and enhance the corridor’s safety, traffic flow, and public amenities in alignment with community preferences. The result will be smoother traffic flow, fewer accidents, and a more attractive roadway.

January 2010

Construction of the Phase 1A project was completed in Early December 2009. Thank you for your patience during the traffic delays this past summer!! We're happy to report that this project was completed under budget. The next phase of improvements, "Phase 1B" is scheduled to begin construction in March. SCI Infrastructure of Pacific, WA is the prime contractor. This project will extend the roadway improvements for an additional tenth of a mile in addition to widening an existing bridge. Construction is scheduled for completion in late summer of this year. The cost of these improvements is being funded entirely by Federal ARRA (American Recovery and Reinvestment Act) dollars. Crews working for Puget Sound Energy have completed their utility relocation work in advance of the Phase 1B project.

October 2009

We expect construction to wrap up around the end of the month - thank you for your patience during all of the delays this summer! Some punch-list work may extend into November. Also, gas relocation work will be taking place north of NE 18th Place in advance of the Phase 1B improvements scheduled to begin next spring.

August 2009

Thank you for your patience and understanding during the recent closure. Crews successfully rebuilt the Inglewood Hill Road intersection and reopened the roadway around 6:00 PM Saturday evening. Construction is continuing on time and on budget. Completion is scheduled by the end of October. Bids were opened on August 5th for the next phase of improvements to the Parkway. SCI Infrastructure, LLC of Pacific, WA was the lowest responsible bidder. Their bid of $2,743,595.60 was 4.8% under the Engineer's estimate. Bid tabulations are available for review. This work is not scheduled to begin until early spring 2010. Award of the construction contract is scheduled for the September 15th City Council meeting.

July 2009

The construction drawings for the next phase of improvements were advertised for bids on July 15. Bids will be opened at 2:00 PM on Wednesday, August 5. Please see the related news item East Lake Sammamish Parkway NE Improvement Project for additional details. This next phase, "Phase 1B" will continue the improvements from just north of NE 18th Place to the 2200 block. The cost of this construction project is being funded entirely by Federal American Recovery and Reinvestment Act (ARRA) funding. Construction is scheduled to begin in spring 2010.

May 2009

Phase 1A - NE Inglewood Hill Rd to NE 18th Pl
Thank you for your patience while this project is under construction. Construction is proceeding well and is within budget and on schedule for completion this October. The Channelization and Striping Plans for this initial project have been posted to the project website. These construction drawings depict the final layout of the roadway.

Phase 1B - NE 18th Pl to 2200 block
The design team is working to get the construction drawings ready for advertisement on this next phase of improvements to the north. The Phase 1B project (originally part of the initial Phase 1 project) will continue the Phase 1A widening improvements for approximately 1/4 mile further to the north. While the design for this section is already completed, the construction documents need to be revised and repackaged to reflect new project limits as well as to incorporate additional reporting requirements associated with the stimulus funding. The project limits are being set such that construction cost is funded entirely by the $3.5M Federal stimulus grant. Consequently the northern limit has been reduced from the 2600 block to the 2200 block. This project is scheduled to be advertised for bids this July with construction to begin in spring 2010.

April 2009

Please be advised that East Lake Sammamish Parkway NE from just south of NE Inglewood Hill Road to just north of NE 18th Place will be an active construction zone through October 2009. Motorists and bicyclists are advised to expect and plan for extensive delays. Alternate routes and advanced planning are strongly advised. Lane closures should be expected during the times listed below. Please plan for and expect the following anticipated delays:

Cyclists and pedestrians are strongly advised to use alternate routes as there are no shoulders through the construction zone. A signed detour is in effect for cyclists and pedestrians traveling along the Parkway. The detour route travels along the East Lake Sammamish Trail. Due to the active construction, the East Lake Sammamish Trail access point and parking at Inglewood Hill Road has been closed. In the interim please use alternate access points at NE 7th Ct (0.5 mile to the south) and 187th Ave NE (2.5 miles north). A map of these locations is available from King County. The Inglewood Hill Road access will reopen once the roadway construction project is completed this fall. Your cooperation and patience is appreciated.

At their April 7th meeting, the City Council passed a resolution (R2009-364) authorizing the City Manager to accept $3.5 million in Federal American Recovery and Reinvestment Act (ARRA) funds for the East Lake Sammamish Parkway Phase 1B improvements.

March 2009

On February 5, bids were opened for the Phase 1A project (NE Inglewood Hill Road to NE 18th Place).

The City has awarded the construction contract for Phase 1A to SCI Infrastructure, LLC for a total contract amount of $6,138,602.52. The City's contractor expects to begin work this month and complete the project this fall. Motorists are advised to expect significant delays and should consider taking alternate routes such as 228th Ave/Sahalee Way and 244th Ave NE. Weekly construction project schedules along with the complete project construction schedule will be posted on the project webpage. A new link has been added to the top of this page for direct access to pertinent construction information.

Bicyclists are strongly advised to avoid the construction area avoid as no shoulders are available within the work zone. It is highly recommended to use alternate routes.

City staff were successful in obtaining Federal Stimulus funds $3.5M for Phase 1B; Council will discuss how to process at upcoming meetings.

December 2008

The design of the first segment from NE Inglewood Hill Road to NE 26th Place is now complete. An informational meeting was held on November 5th to provide citizens an opportunity to learn about the Construction Phase scheduled to begin in 2009, review the contract plans, and ask questions with the project team. Materials from this meeting are available for viewing on the Public Involvement page.

In light of the current economic conditions, City Council directed staff to develop a reduced-length project as an alternative to the original 1-mile initial segment. The shortened project would have a decreased cost while still capturing the largest areas of concern. City staff presented an update to the City Council at the December 16th meeting. This presentation focused on the following key areas:

  • The vision established in the Comprehensive Plan that formed the basis for the project improvements
  • A comparison between the proposed shortened project and the original initial segment
  • A detailed look at the proposed reconfiguration of the Inglewood Hill Road intersection

After considerable public comment and council discussion, the City Council authorized the City Manager to award a construction contract for a shortened initial phase of improvements. The shortened phase, "Phase 1A", will widen the Parkway to just north of NE 18th Place. Originally the improvements were to continue to just south of NE 28th Street. The reduced-scope project is just over half of length of the original project and is estimated to cost approximately 37% less to construct. The remainder of the initial project would be included in a future "Phase 1B" project. The schedule for this next phase as well as the remaining future phases (Phase 2 &3) will be a topic schedule for discussed at the 2009 City Council retreat.

The utility companies are currently relocating their facilities from the west side of the roadway to the new location on the east side of the roadway to accommodate the widening. Once the lines are transferred to the new poles, the existing poles on the west side will be removed. Once the roadway widening is completed, the new poles will be located at the back of the planter strip, adjacent to the sidewalk.

The construction drawings were advertised for bids on November 26. Bids for the shortened will be opened in late January.

On October 2nd the City has issued a Mitigated Determination of Non Significance (MDNS) for the Shoreline Substantial Development Permit and PAUE for the initial construction segment (Segment 1). No appeals were filed and a public hearing was held on November 13th. The Hearing Examiner's decision is expected soon.

January 2008

At their January 8th meeting, the City Council authorized moving forward with final design of the first segment from Inglewood Hill Road to NE 26th Street. The Council also voted to accept the project Design Report for the ELSP corridor from Inglewood Hill Rd to 187th Avenue NE. City staff are currently negotiating a contract for final design with the design consultant. The first steps in the final design include obtaining geotechnical field data, utility coordination, and supplementary surveying. The project team will meet with individual property owners later this year to discuss and coordinate specific design details. A public open house will be held this summer to review the design plans. Final design is scheduled for completion by the end of 2008 with construction following in the beginning of 2009.

November 2007

The Design Report is complete and available for viewing. The Design Team presented an update to the City Council at the November 13th Study Session. At the November 20th Council Meeting the Design Team gave another presentation to council, responded to councilmember questions and listened to public comment. The City Council will consider a Resolution to adopt the Design Report at either their December 18th meeting or at a meeting in January. Check the City website for further details. If directed to move forward by Council, final design of the first phase, from Inglewood Hill Rd to NE 26th St would begin in early 2008.

October 2007

The design team is currently finishing the Design Report and 30% preliminary plans. The Design Report is scheduled for presentation to the City Council at the November 13th study session. The Design Report will be available for public review in advance of the presentation to City Council. Final design of the first phase, from Inglewood Hill Rd to NE 26th St is anticipated to begin in late 2007. Construction of this $14.8M initial segment is scheduled for 2009 after the SR 202 widening improvements are completed. June 2007

The City has issued a Determination of Non-Significance and Adoption of Existing Environmental Document. Please refer to the Environmental Protection page for further information. An Open House is being held on Wednesday, June 20th from 6:30 - 8:00 PM at Sammamish City Hall. Open House materials are available for viewing on the Public Involvement page. The City Council is scheduled to review the Preferred Design later this fall. The Design Report will be available for public review prior to this meeting. The design team will move into the final design phase for the initial segment (NE Inglewood Hill Road to just north of NE 28th Place) once the City Council approves the Preferred Design.

May 2007

The City has issued a Notice of Application for its SEPA review of the project. Please refer to the Environmental Protection page for further information. The design team is working to complete the Draft Design Report which will include 30% design plans for the corridor. The Design Report will be presented to the City Council for review and approval this summer.

March 2007

The project team presented an update to the City Council on March 19, 2007. This update provided the Council with an update on the project status as well as a summary of the environmental analysis.

April 2006

A project update is scheduled to be presented to the City Council at their Study Session on Tuesday, May 9th. All members of the public are welcome to attend. In addition, the project team is hosting an Open House on Wednesday, May 24 from 6:30 - 8:30 PM at Inglewood Junior High. At the open house, interested citizens can hear an update on the preferred concept currently being analyzed, learn about the results of recent environmental analysis, review the project timeline, ask questions, and provide input.


Nov 2005

Community participation at the June 2005 Design Charrette led to the creation of four preliminary design concepts for improving the Parkway. The project team refined these concepts and presented them back to the community at an Open House in August.

A Presentation (1.93 MB Adobe PDF) was made to the Sammamish City Council on November 1, 2005, at which time the project team discussed public comments and all of the potential design concepts.

Council appreciated the project team’s public process and asked staff to move forward with a detailed environmental analysis of one concept. The city has decided to merge components of Concept 1 (178 KB Adobe PDF) and a modified version of Concept 2 (106 KB Adobe PDF) in order to develop a new concept that addresses the project goals, incorporates public concerns, city design standards, and council priorities.

Public comments will continue to be important in the planning process. An open house will be held in the spring of 2006 to discuss the alternative currently being considered and the draft environmental document will be released in the summer of 2006 for public review. Cost estimates will be determined after further engineering work on the alternative is completed.
