This information is out of date, and is being kept for archival purposes only.

At a special meeting on 26 July 2005, the City Council unanimously approved a "growth phasing" ordinance. The ordinance , which will be in effect until August 2007, is designed to allow growth at a controlled pace after the city's 6-year development moratorium has been lifted on 14 Aug 2005.

The measure will allow applications for 420 residential lots between 15 Aug 2005 and 14 Aug 2006. During the second year of its life, between 15 Aug 2006 and 14 Aug 2007, the ordinance will allow another 420 applications. After two years, no yearly or long-term limits will apply.
