The Comprehensive Plan, adopted under Ordinance 02003-130, provides guidance for the future development of the city of Sammamish within the next 20 years. Specifically the document addresses the Washington State Growth Management Act, GMA requirements including the following elements:

• Land use
• Housing
• Utilities/public services/capital facilities
• Essential public facilities
• Transportation
• Parks and recreation

Additional Plan Elements address growth management, and environment and conservation.

The Sammamish Comprehensive Plan addresses property within the city limits as well as surrounding Urban Growth Boundaries and city-owned property immediately abutting the city limits.

The FSEIS to the East Sammamish Community Plan Update Environmental Impact Statement prepared by King County in 1992/1993 was issued on September 5, 2003 by the city of Sammamish.

The city has prepared a plan in accordance with the planning goals contained in the GMA and the King County Countywide planning policies. The plan is based on a Vision Statement adopted by the City Council, which emphasizes the city as a community of families. The Plan contains this Vision Statement, required and non required GMA Elements as listed above, goals and policies for each topical area and a comprehensive land use designation map (see Element III, Land Use p.27)
